Does Medicare cover me in France? What US retirees need to know

By Covered Abroad Research Desk · Last verified July 2026

In most cases, no. Medicare generally does not cover care you receive outside the United States — it stops at the border, with only narrow exceptions. So US retirees moving to France or Italy cannot rely on Medicare abroad. A long-stay visa also requires separate private health cover valid in the country you move to.

The rule in writing

“US and UK domestic health plans are generally not structured to cover treatment abroad for residents and are not accepted for long-stay visa applications in France or Italy.”

Medicare stops at the border

Medicare is US health coverage for care received inside the United States. In most cases it does not pay for care in another country.

People describe it simply: Medicare stops at the border. A few narrow exceptions exist near the US, but routine care in France or Italy is not covered.

What that means if you move to France or Italy

If you retire to France or Italy, day-to-day care — a doctor's visit, a prescription, a hospital stay — falls outside Medicare.

US domestic plans, including Medicare, are not structured to cover treatment while you live abroad. That is a coverage gap to plan around, not a detail to discover later.

The visa needs its own cover

There is a second reason retirees need separate cover: the visa itself requires it.

France's long-stay visa and Italy's elective residence visa both require private health insurance valid in the country for your full stay. Medicare does not meet that rule.

Keeping Medicare while you live abroad

Whether to keep paying for Medicare while you live abroad is a personal decision. It can matter if you plan to return to the US for care.

For how Medicare works outside the country, check Medicare.gov or the Social Security Administration. For living in France or Italy, you arrange local-valid cover separately.

Common questions

Does Medicare work in France?

In most cases, no. Medicare generally does not cover care received outside the United States. Routine care in France is not covered, so US retirees arrange separate private cover valid in France.

Does Medicare cover me anywhere in Europe?

No, not for routine care. Medicare is built for care inside the US, with only narrow exceptions. Care in Italy, France, or elsewhere in Europe generally falls outside it.

So what do US retirees use instead when they move abroad?

A private international or country-valid health policy. It covers you where you live and can also satisfy the long-stay visa rule, which Medicare does not meet.

Should I cancel my Medicare when I move to France?

That is a personal decision, often kept if you may return to the US for care. Check Medicare.gov or Social Security. It does not change the need for local cover abroad.
