The Carte Vitale: how new arrivals actually get one

By Covered Abroad Research Desk · Last verified July 2026

The Carte Vitale is a personal, confidential, secure and free card identifying you to the Assurance Maladie — its chip carries what's needed to cover your care, replacing paper feuilles de soins and speeding refunds. The gate for movers: obtaining one requires a social security number, and per service-public's arrival-in-France branch, once you hold your definitive number you order the card online from your ameli account (about 2 weeks) or by the 'Ma nouvelle carte Vitale' form by post (about 3 weeks).

What the card is and does

Service-public's fiche describes it exactly: une carte personnelle, confidentielle, sécurisée et gratuite that identifies you to the Assurance Maladie. Health professionals use it to create the electronic feuille de soins that replaced the paper one — information flows straight to your insurer and you are reimbursed faster. The card attests to your registration and your rights and is valid throughout France; since November 2025 the mobile-app version is deployed nationwide too.

The arrival sequence: number first, card second

The fiche's branch for people arriving in France is the part movers need: dès que vous avez obtenu votre numéro de sécurité sociale définitif — as soon as your definitive social security number is issued — you can order the card online from your ameli account (about 2 weeks) or complete and return the « Ma nouvelle carte Vitale » form by post (about 3 weeks). The number itself is the earlier, slower battle — our guide to getting it covers the provisional-to-definitive path. When the card arrives, a paper copy of its recorded data comes with it, and the attestation de droits remains the document some everyday procedures ask for.

Before the card exists: the gap

Between landing and the definitive number there is a documented gap — care works, but on paper forms and slower refunds, and the visa file that got you here required private cover that typically must stay valid until the French system takes over (the before-PUMa guide maps that bridge). Practical order for a new resident: social security number → carte Vitale via ameli → médecin traitant declaration — three steps, three of our guides.

Common questions

How do I apply for a carte Vitale as a foreigner?

First obtain your definitive French social security number; then order the card from your ameli account (about 2 weeks) or return the 'Ma nouvelle carte Vitale' paper form (about 3 weeks), per fiche F265. There's no separate foreigner route — the number is the gate.

Is the carte Vitale free?

Yes — the fiche calls it personal, confidential, secure and free. Anyone charging for one is not the Assurance Maladie.

Can I get care before the card arrives?

Yes — care runs on paper feuilles de soins and your attestation de droits meanwhile; refunds are just slower. The private policy from your visa file bridges the months before the system takes you over.

Is there a digital carte Vitale?

Yes — the app version has been deployed across the whole territory since November 2025, per the fiche, alongside the physical card.
