Comparing electricity prices in Spain: use the regulator's comparator

By Covered Abroad Research Desk · Last verified July 2026

Spain's official route to comparing energy offers is the CNMC's Comparador de Ofertas de Energía — the regulator's consumer portal, spanning the offer comparator, Facturaluz, PVPC price data and an 'understand your bill' tool. The detail movers miss: your own electricity bill carries a QR code (or link) that opens the comparator pre-loaded with your real power and consumption data, so the comparison runs on your actual usage rather than estimates.

The regulator's portal, not a commercial one

The portal announces itself as the Portal del Consumidor del Comparador de Ofertas de Energía, run by the CNMC — Spain's markets and competition authority — with its toolset in the navigation: the comparador itself, Facturaluz, PVPC prices (the regulated tariff's data) and Entiende tu factura, the bill decoder. Unlike the commercial comparison sites that dominate search results, the regulator's tool has no commission relationship with the offers it ranks.

The QR on your bill: comparison with your real data

The portal's own welcome text carries the shortcut: on your electricity bill you have a QR code or electronic link through which you can access this comparator directly with your power and consumption data, and the Entiende-tu-factura tool to decode the bill itself. For anyone who inherited a tariff with a rental or a purchase, that QR is the honest audit: real consumption in, ranked offers out.

The mover's electricity checklist

Three steps that fit any Spanish arrival: decode the current bill (Entiende tu factura), compare against the market and the regulated PVPC with your real data, and only then switch — supplier changes ride the contract, not the wires. Context from our data pages: Spain sits mid-table in European household electricity prices, and the regulated-vs-free-market split is the structural choice the comparator makes visible. The social-tariff (bono social) side has its own eligibility rules on official pages — a separate topic we keep off this page.

Common questions

What's the official way to compare electricity prices in Spain?

The CNMC's comparador — the regulator's own portal with the offer comparator, PVPC data and bill decoder. The QR on your electricity bill opens it pre-loaded with your consumption.

What is the PVPC?

The regulated price option whose data the portal publishes — the alternative to free-market offers. The comparator shows both worlds against your usage.

Is the CNMC comparator free and neutral?

It's the regulator's consumer portal — no commissions behind the ranking, which is exactly what separates it from commercial comparison sites.

Can I use it before I have a Spanish bill?

Yes, by entering power and consumption estimates manually — but the QR route with a real bill is the accurate version, so re-run it after your first full bill arrives.
