Stamp 0 in Ireland: the insurance condition, in the government's own words

Stamp 0 is a temporary permission for people of independent means. Its published conditions state you cannot use publicly funded services and you must have private medical insurance. At registration the Immigration Service asks for an original policy document in your own name, and cash-back policies are not accepted.

What Stamp 0 is, and who it is for

Immigration Service Delivery describes Stamp 0 as "permission to stay in Ireland for a temporary period, subject to conditions". It is the permission used by people who are supporting themselves rather than working.

The examples ISD gives are narrow and specific: "Retire to or live in Ireland as a person of independent means"; "Be a visiting academic at an Irish university or college"; "Live in Ireland as the elderly, dependent relative of an Irish National, or a non-EU/EEA or Swiss citizen."

It is worth being clear about what Stamp 0 is not. It is not a work permission — the conditions state "You must not work or engage in any business, trade or profession unless specified in a letter of permission from Immigration Service Delivery." And it is not a route to settlement in the way an employment stamp is; it is explicitly temporary.

The insurance condition, verbatim

Most Irish immigration stamps say nothing about insurance in their published conditions. Stamp 0 is one of only two that do. The wording:

"You must be of independent means, fully financially self-sufficient. Alternatively, your sponsor in Ireland must be of independent means and can support you fully. You cannot receive any benefits or use publicly funded services, for example be treated at a public hospital. You must have private medical insurance. You must not work or engage in any business, trade or profession unless specified in a letter of permission from Immigration Service Delivery."

Two obligations sit in that paragraph and they reinforce each other. You are required to hold private medical insurance, and you are separately barred from the publicly funded system. The second is what makes the first more than paperwork: there is no public fallback behind the policy.

One thing the stamp wording does not publish is a minimum sum insured. There is no figure in the conditions, unlike the €30,000 standard that several Schengen countries publish for their visas. What the government specifies instead appears at the registration desk, below.

What the registration desk actually asks for

The published conditions are the rule; the Required Documents page is where the rule becomes a checklist. Its universal instruction reads: "Original documents including private medical insurance with the required cover, if applicable. Cash-back policies are not accepted. Please check what documents you need under the relevant stamp category below. Registrations will not be completed without all required documents."

For a first Stamp 0 registration specifically:

"Private Medical Insurance with medical cover for accidents and medical incident including hospital stays in Ireland, valid for 12 months, or if less than 12 months – for the duration of your stay. Please bring an original Policy document, in your name for the entire length of your stay. It must include full cover for hospital with relevant dates included."

Note what is missing. Most other categories on that same page are offered a choice — the wording for them reads "Private Medical Insurance or Travel Insurance". The Stamp 0 entry says "Private Medical Insurance" flat, with no travel-insurance alternative. That distinction is deliberate and it is the single most useful line on the page for anyone planning a Stamp 0 application.

Four practical requirements are stacked in that quote: the cover must include hospital stays in Ireland, it must run twelve months or the length of your stay, the document must be an original, and it must be in your own name.

The financial test that sits alongside it

Insurance is one condition among several, and the financial test is the one that decides most applications.

Immigration Service Delivery states: "For people of independent means who wish to retire to Ireland, you should have an individual income of €50,000 per year. You must also have access to a lump sum of money to cover any sudden major expenses. This lump sum should be equal to, for example, the price of a residential dwelling in the State."

Citizens Information, on a separate page with an earlier edit date, adds the couple figure: "Income of at least €50,000 per year (If you are part of a couple, then your joint income should be €100,000 per year)." We attribute those two figures separately on purpose — they come from different pages with different dates, and the ISD page does not itself state a couple figure.

Two qualifiers are easy to skim past and both matter. Verification "must be certified by an Irish accountancy firm". And on what counts as income: "Investment sums are not normally measured – finances must be in the form of pension income or readily accessible funds." Someone with a large brokerage balance but modest drawn income may not satisfy the test as written.

The gap that never closes on Stamp 0

Most new arrivals in Ireland face a temporary gap: entitlement to public health services depends on the Health Service Executive accepting you as ordinarily resident, and much of the evidence it asks for can only be gathered after you arrive. That gap closes once your paperwork exists.

On Stamp 0 it does not close at all. The permission bars you from publicly funded services for as long as you hold it, regardless of how settled you become or how long you have been in the country. Ordinary residence is not the operative question for a Stamp 0 holder, because the bar comes from the permission rather than from the entitlement rules.

That is the honest reason the insurance condition exists, and it is worth understanding before you plan around it. On most permissions private cover sits on top of a public system you can also use. On Stamp 0 there is nothing underneath it.

Common questions

Can I use travel insurance for a Stamp 0 registration?

The Required Documents page lists "Private Medical Insurance" for Stamp 0 with no travel-insurance alternative, while offering "Private Medical Insurance or Travel Insurance" for many other categories. It also states that cash-back policies are not accepted. Confirm your own documents with Immigration Service Delivery before you travel.

Does Stamp 0 let me use a public hospital?

No. The published conditions state you cannot receive any benefits or use publicly funded services, giving treatment at a public hospital as the example. That bar applies for the life of the permission.

How much income does Stamp 0 require?

Immigration Service Delivery states you should have an individual income of €50,000 per year plus access to a lump sum equal to the price of a residential dwelling in the State. Citizens Information separately states €100,000 per year for a couple. Verification must be certified by an Irish accountancy firm.

Is there a minimum cover amount published for Stamp 0?

No sum insured appears in the stamp conditions as published. What the Required Documents page specifies instead is the shape of the cover: accidents and medical incidents including hospital stays in Ireland, valid twelve months or the length of your stay, as an original document in your own name.
