The justificatif de domicile, document by document

By Covered Abroad Research Desk · Last verified July 2026

French administration runs on the justificatif de domicile, and service-public publishes the accepted list: phone bill including mobile, electricity or gas bill, water bill, rent receipt or title deed, tax notice or non-taxation certificate, home insurance attestation, and a CAF statement showing housing aid. If you live at someone else’s address, a separate three-document rule applies — and the same page states no other document may be demanded.

What counts as proof

Per the service-public fiche, verified 19 May 2026, the accepted documents include a phone bill (mobile included), an electricity or gas bill, a water bill, a rent receipt from a social landlord or letting agency, a title deed, a tax notice or certificate of non-taxation, a home insurance attestation or invoice, and a CAF statement mentioning housing-related benefits. The page also notes that a secured justificatif carrying a 2D barcode exists. Keep more than one type: offices differ on which they will take, and the list is broader than most counters volunteer.

Justif’adresse: when no document is needed at all

The shortcut most arrivals miss: per the same fiche, if your contract is with EDF, Total Direct Énergie, Engie or Gaz Tarif Réglementé, you do not have to supply a justificatif at all, on condition that you use the Justif’adresse system and the record is in your birth name. The page carves out territories where Justif’adresse cannot be used. It is a verification lookup rather than a document you carry, so it only helps where the counter offers it — ask before queueing with paper.

Living at someone else’s address

Housed by a friend or family while you settle? The fiche sets out exactly three documents: a photocopy of the ID of the person housing you; an attestation sur l’honneur of the accommodation, dated and signed, certifying that you live there stably or for more than three months, as an original; and a justificatif de domicile less than one year old in the host’s name, also an original. Then the line worth quoting at a stubborn counter: aucun autre document ne doit être exigé — no other document may be required. The fiche gives separate two-document rules for people living in a hotel or a caravan.

Common questions

What counts as proof of address in France?

Per service-public: phone, electricity or gas, and water bills, rent receipts or a title deed, a tax notice or non-taxation certificate, a home insurance attestation, or a CAF statement showing housing aid.

How recent does it have to be?

Requirements are set out on the official fiche and vary by document and situation — for a host’s own justificatif, the fiche specifies less than one year old. Check the fiche for the case that matches you.

I live with someone else — what do I bring?

Three items per the fiche: a photocopy of your host’s ID, a dated and signed attestation sur l’honneur that you live there stably or for over three months, and the host’s own justificatif less than a year old.

Can an office demand extra documents?

For the hosted case the fiche states plainly that no other document may be required. Bringing a printout of the page has settled more than one counter dispute.
