Rent control in Paris (and beyond): how the encadrement works

By Covered Abroad Research Desk · Last verified July 2026

In France's designated tense zones, rent isn't freely set: per service-public, the amount is capped using reference rents — a loyer de référence with minoré and majoré bounds published for each area. The regime applies in Paris, the Est Ensemble and Plaine Commune territories around it, Lille (with Hellemmes and Lomme), Lyon and Villeurbanne, Montpellier, the Pays Basque agglomeration and others. A new tenant's rent generally can't exceed the majoré reference for the address and dwelling type.

The mechanism: reference rents with a ceiling

Fiche F1314 explains the encadrement in zone tendue: the landlord cannot freely set the rent because it is capped using reduced and increased reference rents (loyers de référence minoré et majoré) published for each sector, dwelling size, period and furnishing status. The majoré figure is the operative ceiling for new leases in covered areas, with the fiche detailing the exceptions and the complement de loyer mechanics landlords sometimes invoke.

Where it applies — more places than Paris

The fiche's own list runs far past the périphérique: Paris; the Est Ensemble territory (Bagnolet, Bobigny, Bondy, Le Pré Saint-Gervais, Les Lilas, Montreuil, Noisy-le-Sec, Pantin, Romainville); Plaine Commune (Aubervilliers, La Courneuve, Épinay-sur-Seine, Saint-Denis, Saint-Ouen and more); Lille with Hellemmes and Lomme; Lyon and Villeurbanne; Montpellier; the Pays Basque agglomeration (Bayonne, Biarritz, Anglet, Saint-Jean-de-Luz and the rest); and the Grenoble-area communes the fiche lists. Renting in any of them, the reference-rent lookup for the exact address is step one before signing.

Using it as a foreign tenant

The encadrement is tenant-protective but not self-enforcing: check the published reference for your address and category, compare it to the lease, and challenge overages through the routes the fiche describes — awkward in a market where deposits, dossiers and competition already squeeze newcomers, which is exactly why knowing the ceiling exists matters. Berlin runs a different instrument for the same anxiety — the Mietspiegel — worth reading side by side if you're choosing between the two cities.

Common questions

Is there rent control in Paris?

Yes — the encadrement des loyers caps rents in Paris using published reference rents with a majoré ceiling, per service-public's fiche, and the same regime covers listed territories around Paris and several other cities.

Which cities does the encadrement cover?

Per the fiche: Paris, Est Ensemble and Plaine Commune, Lille/Hellemmes/Lomme, Lyon and Villeurbanne, Montpellier, the Pays Basque agglomeration and Grenoble-area communes on the list.

What if my rent exceeds the reference ceiling?

The fiche maps the challenge routes — starting with the complement-de-loyer rules and the contestation procedure. Check the published reference for your exact address and dwelling category first.

Does the cap apply to furnished flats?

Reference rents are published by furnishing status among other criteria — furnished lettings have their own figures within the same regime.
