The tessera sanitaria: the card the ASL sends without asking
By Covered Abroad Research Desk · Last verified July 2026
One card, two jobs
The Sistema TS — run under the finance ministry's Ragioneria — describes the card's double life: it is the personal document that replaced the plastic codice fiscale card, presented at the ASL and whenever you must certify your codice fiscale, and it is issued to all citizens entitled to the services of the Servizio Sanitario Nazionale (SSN). Since 2011 the issued card is the TS-CNS — Tessera Sanitaria-Carta Nazionale dei Servizi — chip included, doubling as an access key to online public services.

How you actually get one
The line that reorders every expat checklist: la Tessera Sanitaria è prodotta automaticamente quando la ASL comunica i dati di assistenza al Sistema TS — the card is produced automatically when your local health authority transmits your registration. Translation: you don't apply for the card; you register with the SSN at the ASL (our SSN registration guide covers that step and who qualifies), and the card follows to your address. No ASL registration, no card — however long you wait.

60-second check
Not sure the policy you have meets your destination's written rule? Run it through the policy check now, before you build the rest of the file around it.
Check my policyWhere it sits in the Italian stack
The Italian ID sequence for a mover: codice fiscale first (everything keys on it), then residence, then ASL enrolment — with the tessera arriving as the system's receipt. Until the SSN covers you, the visa-stage private policy carries the medical risk, which is the bridge our Italy insurance guides map. And because the tessera doubles as your codice fiscale card, it ends up in your wallet for pharmacies, prescriptions and paperwork that has nothing to do with being ill.
