Zorgtoeslag: the allowance that softens Dutch health premiums

By Covered Abroad Research Desk · Last verified July 2026

Zorgtoeslag is the Dutch government contribution that keeps mandatory health insurance affordable. Per the Dienst Toeslagen: you must hold a Dutch zorgverzekering (the allowance can only be claimed once the policy exists), be 18 or over, and stay under the limits — for 2026, income of €40,857 alone or €51,142 with a toeslagpartner, and assets on 1 January of €146,011 alone or €184,633 together.

What it is, and the insurance precondition

The Dienst Toeslagen's own framing: een zorgverzekering is niet goedkoop; daarom is er zorgtoeslag — a government contribution to keep the insurance affordable. The gate that matters for movers: om recht op zorgtoeslag te hebben, moet u in ieder geval een Nederlandse zorgverzekering hebben — a Dutch health policy is the precondition, and you can only apply once the policy is in place. From 18, having your own zorgverzekering is mandatory, and eligibility for the allowance can start with it.

The 2026 limits

The official 2026 numbers: annual income up to €40,857 alone, or €51,142 combined with a toeslagpartner; assets on 1 January 2026 up to €146,011 alone or €184,633 together. Income means the toetsingsinkomen — roughly gross annual income, usually slightly higher: holiday pay and received alimony count, student finance doesn't. The official page keeps a year-by-year table (2025 was €39,719/€50,206), which is the honest place to check as limits move annually.

How it fits an expat's first Dutch year

The sequence for a new arrival: BSN → Dutch health insurance (mandatory once you're insured under the Dutch system — typically on starting work or residence) → then the zorgtoeslag application against the policy. Our guides on the BSN, what Dutch insurance covers and the eigen risico map the surrounding steps — the allowance is the last domino, not the first, and the months before Dutch insurance kicks in are exactly where international cover bridges.

Common questions

Can expats get zorgtoeslag?

Yes, on the same conditions as anyone: a Dutch zorgverzekering in place, 18 or over, and income and assets under the year's limits. Residence status feeds in through the insurance obligation itself.

What are the zorgtoeslag income limits for 2026?

€40,857 alone, €51,142 with a toeslagpartner — measured on toetsingsinkomen (roughly gross income; holiday pay counts, student finance doesn't). Asset limits: €146,011 / €184,633 on 1 January.

Can I apply before I have Dutch health insurance?

No — the official page is explicit that the application follows the policy. Take out the zorgverzekering first.

Does my international policy qualify me?

No — zorgtoeslag attaches to a Dutch zorgverzekering specifically. International cover is for the stages when you're not yet (or no longer) inside the Dutch system.
