Bringing a dog to France from the USA: the sequence that works

The EU half: five steps, in enforced order
The EU sequence, in the order the rules force: 1) Microchip first. The chip must be implanted (or read) before the rabies vaccination — the EU page is explicit that a vaccine given before the chip does not count. 2) Rabies vaccination, with the animal at least 12 weeks old at the date of vaccination, then the standard waiting period before travel. 3) No blood-titre test for US pets — the United States is on the EU's published list of territories whose pets enter without a rabies antibody titration test (unlisted-country arrivals need one, at ≥0.5 IU/ml). 4) The EU Animal Health Certificate (AHC), issued in the ten days before entry — by sea, extended by the length of the voyage. 5) Enter at a designated travellers' point of entry for documentary and identity checks.
The US-specific good news, at its legal source: the United States and its territories appear on the EU's exemption list (Implementing Regulation 577/2013), so American dogs skip the rabies blood-titre test that unlisted countries face. Up to five animals travel per movement before commercial rules apply.

The France half: entry points and arrival
France's role is the same operational one: designated travellers' points of entry — Paris Charles de Gaulle being the overwhelmingly standard US arrival — with the agriculture ministry publishing the current designations. One French practical note that recurs from movers: for onward travel within France, dogs ride SNCF trains with a ticket, which makes the Paris-arrival-then-train pattern genuinely dog-workable in a way US movers do not expect.
The document work on the US side runs through a USDA-accredited veterinarian — the certificate chain is their routine — and the golden sequencing rule bears repeating because it voids more files than anything else: the microchip must precede the rabies vaccination, and the certificate must be issued inside the ten days before entry.

Once resident, a local vet issues the EU pet passport, and future European travel with the dog becomes a page-flip. Watch the one intra-EU exception — tapeworm treatment before Finland, Ireland or Malta — and keep the rabies booster diarised like a permit renewal, because in this system it is one.
