Emergency dentist in Italy: where to go with dental pain

What counts as a dental emergency in Italy
The Ministry of Health decree of 9 December 2015, published in the Gazzetta Ufficiale on 20 January 2016, is the rule that matters here. Alongside the dental examination, it provides immediate treatment of dental emergencies with direct access, and it defines those emergencies as acute infections, bleeding and acute pain.
This sits apart from the rest of Italian dentistry. Routine treatment through the Servizio Sanitario Nazionale (SSN) is reserved for children up to 14 and for people in defined health or social vulnerability. The urgent line is not limited that way, which is why a new arrival with a swollen face at 8pm is not out of options.

Call 112 if the problem is bigger than a tooth
112 is the single emergency number. The Emilia-Romagna NUE 112 service describes it as free from a landline or a mobile, working even when the phone has no SIM, is locked or has no credit, and routing the caller to health, police, fire or coastguard as needed. It states that the operator locates the caller in roughly two seconds, and that multilingual support and a text-based route through the "Where are U" app are available.
Use it for uncontrolled bleeding, swelling that is affecting breathing or swallowing, or a facial injury from an accident. If you cannot tell whether the problem is dental or medical, 112 is the number that decides, because the answering centre routes the call.

"Direct access" means you are not supposed to need a referral first. In practice each health authority runs it differently: some hold walk-in slots at a public dental clinic in the morning, some route urgent cases through a hospital site, and hours vary.
Regione Veneto sets a timing rule in its 2020 decision on outpatient dental services. It lists people with dental conditions requiring immediate treatment with direct access as one of the groups the services are delivered to, and requires the treatments concerned to be provided within the time the patient's clinical condition requires and in any case within 48 hours. The same annex opens dental urgencies to the general population rather than to the vulnerability categories alone, stating that all patients can access them under the 6U1 code, and it holds the ordinary dental examination to the region's normal waiting-time rules instead of the 48-hour limit (DGR n. 666 del 26 maggio 2020, Allegato B).
That is Veneto's rule and it does not bind other regions, so treat it as an illustration of how a region can set the clock rather than as a national deadline.
The practical move is to find your local azienda sanitaria's dental service page or phone line before you need it, and save the number. Take your tessera sanitaria if you have one, your codice fiscale, your permesso di soggiorno or its receipt, and a list of any medicines you take.
Who gets urgent dental treatment free, and who pays
Exemption from the charge is decided regionally and does not follow the same test everywhere.
AUSL Romagna, for example, states that dental treatment, orthodontic therapy and prostheses are guaranteed to residents or people domiciled in Emilia-Romagna who meet the vulnerability criteria: social vulnerability assessed on household ISEE income, or health vulnerability defined there as civil disability of 75% or more or a recognised severe handicap. It states that a diagnostic dental visit is available to everyone else (page last updated 13 April 2024).
Elsewhere the test is different again, so read the page for the azienda sanitaria where you live rather than assuming Romagna's criteria apply. Expect to be asked to prove something, and expect a charge unless you hold an exemption code. Source: AUSL Romagna, Cure odontoiatriche.
Appliances are costed separately from the treatment, and that rule is regional too. Veneto's 2020 decision states that the region makes no contribution to the cost of prostheses and appliances, the manufatto, which it puts on the patient, and it repeats that this still holds for people carrying the region's own dental exemption for social vulnerability. The one carve-out it names is a fixed contribution per arch towards making dentures for Veneto residents aged 65 or over whose household income for the previous year is under a stated ceiling, repeatable every four years (DGR n. 666 del 26 maggio 2020, Allegato B). Exemptions of that kind exist, so do not assume a crown or a denture is always yours to pay for. Check what your own region says before the work is agreed.
If you have just arrived and are not registered yet
This is the situation the official pages handle least clearly. The national decree sets the entitlement inside the SSN, and the regional pages describe access for residents. How an unregistered new arrival is charged for urgent dental treatment is not stated on the pages read for this guide, so ask your local azienda sanitaria directly rather than assuming either way (verify with your local azienda sanitaria).
Two things you can do without waiting. Register with the SSN as soon as your permit and residence paperwork allow, since entitlement, exemption and your assigned doctor all follow from that registration. And keep a private clinic's number alongside the public one, because a private practice can usually see you on its own terms.
On the insurance side, private medical cover taken for a visa or for a first year in Italy deals with medical care while the public entitlement is being arranged. Dental benefits are handled separately from medical cover on most private plans and are commonly limited or excluded, while dental treatment following an accident often sits under a different heading again. Read the benefit schedule and the limits before you need them; what is covered is whatever the policy wording says. Keep every receipt and the written treatment note, because a claim will need them.
What to say at the desk
You do not need fluent Italian, but the right three phrases move things along.
- "Ho un dolore dentale acuto" for acute dental pain.
- "Ho bisogno di un trattamento odontoiatrico urgente, ad accesso diretto" for urgent dental treatment on direct access, which is the wording the national rule uses.
- "C'e un'infezione" or "sto sanguinando" for infection or bleeding, the other two conditions the rule names.
Ask for a written note of what was done (referto) and, if further work is proposed, an itemised quote (preventivo) before you agree to anything. Emergency treatment relieves the problem; the follow-up is a separate decision you should make with prices in front of you.
