The Huurcommissie: where Dutch rent disputes actually get decided
By Covered Abroad Research Desk · Last verified July 2026
Points decide Dutch rents
Per the Huurcommissie's Rent Check pages: each part of the property is awarded points under the housing valuation system, the exact method is set out in the Besluit huurprijzen woonruimte (Housing Rents Decree), and the result gives the total number of points and the maximum rent that can be charged — plus, for landlords, the points score required from 1 January 2025 for all new rental contracts. It's the opposite of a free market at the lower end: the score, not the listing, sets the ceiling.

1 July 2024: the Affordable Rent Act widened the door
The tribunal's own news page states that the Wet betaalbare huur (Affordable Rent Act) entered into force on 1 July 2024, and that a larger group of tenants and landlords can now apply: the middle sector — a quality points score between 144 and 186 under the WWS and a corresponding rent between €879.67 and €1,157.95 — joined social housing (up to 143 points), whose maximum rents were already regulated. Tenancies in that band concluded on or after 1 July 2024 can go to the tribunal.

The Rent Check runs in English for both dwelling types — self-contained accommodations (own front door, kitchen, shower) and shared accommodations (room rentals) — loads energy labels automatically and produces a downloadable result. Run it before signing and again if the rent feels wrong: expats in points-controlled homes routinely overpay simply because nobody scored the property. Your registration paperwork (BRP) and DigiD are the practical prerequisites for taking a case further.
