Huurtoeslag: who the Dutch rent benefit actually covers
By Covered Abroad Research Desk · Last verified July 2026
The three condition families
Per the Dienst Toeslagen: huurtoeslag is a contribution toward paying the rent of your dwelling, and the conditions stack — you may not earn too much and not have too much in assets, and your dwelling must meet certain requirements. The income ceiling isn't one number: per the official page, how high your income may be depends on your rent, your age and the composition of your household — which is why the official calculator, not a blog table, answers the am-I-eligible question.

The dwelling test — where expats trip
The official definition of a qualifying zelfstandige woonruimte: its own lockable entrance door, kitchen and toilet — and since 1 March 2024 the dwelling must also have its own washing facility with shower or bath. The page's own exceptions map the edge cases: a houseboat doesn't qualify even though it's self-contained; a holiday home usually doesn't; and some non-self-contained rooms do. For newcomers in the Dutch housing scramble, the dwelling test decides more applications than the income test.

Check my policyThe toeslagen pair, and the expat order
Huurtoeslag is zorgtoeslag's sibling — same agency, same toetsingsinkomen logic, same annual limit updates. The arrival order: BRP registration → BSN → rental contract on a qualifying dwelling → the toeslagen applications. One warning worth repeating from the zorgtoeslag page: allowances attach to your registered situation, so an unregistered sublet — common in the Dutch market — supports no toeslag at all.
