The NISS: Portugal's social security number, and the bundled shortcut

By Covered Abroad Research Desk · Last verified July 2026

The NISS — Número de Identificação de Segurança Social — is requested by foreign citizens exclusively online, per the Segurança Social's official guide: through the portal's Ajuda menu under Atribuição de NISS, with a valid identification document attached. The guide's best-kept secret for movers is the Pedido Único: eligible foreign citizens without a Portuguese Cartão de Cidadão can request the NISS, the tax number (NIF) and the national health user number (NNU) in a single application.

Who requests it, and how

Per the official Guia Prático (Pedido de NISS — Cidadãos Estrangeiros), the online form serves foreign citizens and Portuguese citizens not required to hold a Cartão de Cidadão, with eligibility if you meet at least one listed condition — foreign citizen, such a Portuguese citizen, or a legal representative (including an employer acting as one). The route is exclusively online: the portal's Ajuda > Número de Identificação de Segurança Social (NISS) > Atribuição path, with a valid identification document attached — for third-country nationals, the guide lists which documents serve.

The Pedido Único: three numbers, one application

Section E of the guide carries the shortcut most arrival checklists miss: foreign citizens without a Portuguese Cartão de Cidadão, in the listed situations, can request at once the NISS, the Número de Identificação Fiscal (NIF) and the Número Nacional de Utente (NNU) — social security, tax and health-user numbers in a single request. For a mover facing Portugal's three-counter opening sequence, that collapses the paperwork triangle our NIF and utente guides describe into one form, where the conditions fit.

Where the NISS shows up in your Portuguese life

The NISS is the identifier for the whole Segurança Social relationship: employment registration, contributions, benefits, and eventually the pension whose age the annual portaria sets. It sits beside the NIF (tax) and utente (health) as the third leg of the Portuguese ID stack — different numbers, different counters, one wallet. Employers ask for it at hiring; the D7/D8 crowd meets it the first time freelance or employment income enters the Portuguese system.

Common questions

How do I get a NISS in Portugal as a foreigner?

Exclusively online, per the official guide: the Segurança Social portal's Ajuda > NISS > Atribuição path, with a valid ID document attached. No walk-in route for the initial request.

Can I get NISS, NIF and health number together?

Yes — the Pedido Único in the official guide lets eligible foreign citizens without a Cartão de Cidadão request NISS, NIF and NNU in one application. Check the guide's condition list for who qualifies.

Do I need a NISS before starting work?

Your employer needs it to register you with social security — treat it as pre-first-day paperwork, like Spain's NUSS or France's numéro de sécurité sociale.

Is the NISS the same as the NIF?

No — the NIF is the tax number, the NISS the social-security number, the NNU the health-user number. Three systems, three identifiers, one possible bundled request.
