Opening a bank account in Germany: the Basiskonto door

By Covered Abroad Research Desk · Last verified July 2026

Germany transposed the EU basic-account right into the Zahlungskontengesetz (ZKG): per BaFin, all consumers lawfully residing in the European Union have, in principle, a claim to a Basiskonto — and banks may not arbitrarily reject applicants or terminate the account without a valid reason. The right applies even to people without a fixed address. The condition: you must expressly request the account as a Basiskonto under the ZKG.

Who it covers — including without a fixed address

BaFin's page runs the full FAQ: what a Basiskonto offers, where and how to apply, which documents are required, when an application may lawfully be refused, and — critically for new arrivals — that the right also applies to people without a fixed address. If a bank refuses, the ZKG gives you an administrative route: BaFin itself runs a procedure to order the account opened where refusal was unlawful. That escalation path is the German cousin of France's droit au compte.

The arrival-month reality

The Basiskonto is the floor, not the market: most movers end up on ordinary Girokonten from banks or fintechs that onboard in English. But the floor matters on the bad days — when the paperwork isn't perfect yet, the Basiskonto claim plus BaFin's complaint route is the leverage. The EU layer behind all of this — the Payment Accounts Directive and the ban on nationality-based refusals — is covered in our EU basic-account guide, and the sibling right that protects your new German IBAN from foreign payers' systems is IBAN discrimination.

Common questions

Can I open a German bank account before my Anmeldung?

The Basiskonto right runs on lawful residence in the EU, and BaFin states it applies even without a fixed address — banks' own onboarding rules still ask for identification. Ordinary accounts vary by bank; the Basiskonto is the one with a legal floor under it.

What is a Basiskonto?

The German basic payment account under the ZKG: payments in and out, card, cash — the essentials, with a legal right of access for all consumers lawfully residing in the EU, per BaFin.

What if the bank refuses me?

Refusals are only lawful on the grounds the ZKG lists. BaFin runs an administrative procedure that can order the bank to open the account — its Basiskonto page explains how to reach it.

Basiskonto or a regular Girokonto?

If a normal bank or fintech takes you, a Girokonto is usually the better product. The Basiskonto is the guaranteed fallback — request it expressly by that name if doors keep closing.
