Renewing your driving licence in another EU country

By Covered Abroad Research Desk · Last verified July 2026

The Commission's rule for movers: if you move to another EU country and your driving licence expires, you renew it there — in the country of your normal residence — and whatever format you held, you'll be issued the standard EU-format licence. Recognition of valid EU licences is mutual; exchange becomes mandatory in listed cases, such as after certain traffic offences or, where the host country requires it, for licences with indefinite validity.

Renew where you live now

The Commission's Your Europe page on licence renewal states it directly: if you move to another EU country and your driving licence expires, you will have to renew it there if that is where you have your normal residence — and no matter the type of licence you held, old or new style, you will be issued with the new standard EU format. Your old country doesn't renew licences for residents of another member state; the counter you need is local, and the page links each country's own formalities for renewal or replacing a lost licence.

Recognition, and the cases where exchange is required

A valid EU licence is recognised across the Union — moving doesn't oblige an exchange by default. Per the Commission's exchange-and-recognition guidance, exchange enters the picture in listed situations: after you commit a traffic offence in the country where you live, and — only if this is required by the national authorities in the country where you live — where you hold a driving licence with an indefinite validity period. The same guidance carries a practical warning: while an exchange or renewal is processed, you may be issued a provisional/temporary document — worth timing around a planned road trip.

Where this page ends and the others begin

This is the EU-licence-inside-the-EU page. The other cases in the matrix: a non-EU licence in Spain runs through the DGT's canje and its six-month clock — covered here; US licence holders touring rather than residing want the IDP guide; and post-Brexit UK licences in France have their own rules. Renewal is also the moment countries check the things renewal always checks — validity, in some cases medical fitness per national rules — so start before the expiry date, not after it.

Common questions

My licence expires next year and I've just moved — where do I renew?

In your new country of normal residence. Per the Commission's guidance, that's where renewal happens once you live there, and you'll receive the standard EU-format card.

Do I have to exchange my licence when I move within the EU?

Not by default — valid EU licences are mutually recognised. Exchange becomes required in listed cases: after a traffic offence in your new country, or for indefinite-validity licences where the host country demands it.

Can I drive while the renewal is processing?

You may be issued a provisional or temporary document while authorities process an exchange or renewal — the Commission's guidance flags it, and its validity outside the issuing country is exactly the detail to confirm before crossing a border with it.

Does this apply to my US or other non-EU licence?

No — this page covers EU licences moving within the EU. Non-EU licences run on national rules and exchange treaties: see the Spanish canje guide for how that world works.
