SEPA instant payments: ten seconds, no premium, money back if not

By Covered Abroad Research Desk · Last verified July 2026

Regulation (EU) 2024/886 rewired euro transfers: a payment service provider receiving an instant credit transfer order must make the amount available on the payee's account within 10 seconds of receipt and confirm completion to the payer's provider. If the money isn't made available within those 10 seconds, the payer's provider must immediately restore the payer's account. And charges for instant transfers may not exceed those for ordinary credit transfers.

The 10-second rule

Regulation 2024/886 states the mechanics: the payee's payment service provider shall, within 10 seconds of the time of receipt of the payment order for an instant credit transfer, make the amount of the payment transaction available on the payee's payment account in the account's currency and confirm completion to the payer's provider. For a mover wiring a rental deposit or a visa fee across a border, the transfer stops being a wait and becomes a countdown you can watch.

Miss the clock, restore the money

The regulation builds in its own failure mode: where the funds were not made available on the payee's account within 10 seconds of receipt, the payer's PSP shall immediately restore the payment account of the payer to the state in which it would have been had the transaction not taken place. It also requires providers to offer users the ability to set a maximum amount limit for instant transfers — the regulation's own answer to the "instant means instantly stolen" worry.

No instant premium

The third leg is pricing: per the regulation, charges for instant credit transfers in euro — per-transaction or lump-sum — should not exceed such charges applied to the same payment service user for corresponding types of other credit transfers in euro, with the text explicitly warning against providers circumventing the aim. Instant is the new normal speed, not a paid upgrade — if your bank prices it as one for euro transfers, the regulation is the document to quote.

Common questions

Does the 10-second rule cover transfers in other currencies?

The regulation governs instant credit transfers in euro. Transfers in other currencies, or through non-SEPA rails, run on their own rules and timelines.

Can my bank charge extra for instant transfers?

For euro transfers, charges may not exceed what the same user pays for corresponding ordinary credit transfers — the no-premium rule is written into the regulation.

Is instant riskier for fraud?

Speed does remove the recall window, which is why the regulation obliges providers to offer per-user maximum-amount limits for instant transfers. Set one before wiring deposits to strangers.

Does this help with IBAN discrimination?

It's a different right: instant payments govern speed and price, IBAN discrimination governs a payer refusing your foreign IBAN outright. Both matter in the arrival months — see our IBAN guide.
