Retiring in Bali, and the insurance rule that comes with it
By Covered Abroad Research Desk · Last verified July 2026
The rule in writing
“The retirement route requires insurance covering health, death and third-party civil liability — and the official requirement list states it may be held in the applicant’s home country or in Indonesia, so a home-country international policy is a named option rather than a workaround. Caveat, stated openly: this list is published by a regional immigration office under the pre-E33F framing; the national eVisa portal publishes no E33F requirement list we could verify.”

The rule in writing
“Indonesia’s national health scheme (JKN/BPJS Kesehatan) defines participants as every person INCLUDING foreigners who have worked in Indonesia for at least 6 months (Perpres 82/2018 Art. 1(2)). The statutory obligation attaches to working foreigners; a retiree or a remote worker paid by a foreign employer is not the case that article describes, and private cover is what serves the years the scheme does not.”

The route, and why it is the exception
Most people researching a move to Bali are reading about the remote worker or second home routes, both of which ask for no insurance whatsoever. The retirement route is different, and if you are retiring rather than working it is the one that applies to you.
Its published requirement list names cover for health, death and third-party civil liability — three things, where most countries name one. And it explicitly accepts a policy held either in the applicant's home country or in Indonesia.
Stated openly, because it changes how much weight to put on it: this wording comes from a regional immigration office page published under the earlier framing of the route, and the national list for the current route says something different. The national second-home pages for the one-year and five-year routes carry no insurance line at all. Two official lists, two answers — so confirm which one your office works from before you rely on either.

A home-country policy is a named option, not a workaround
That clause is worth dwelling on, because it is the opposite of what Europe teaches. Spain requires an insurer authorised to operate in Spain. The Netherlands and Belgium have compulsory local schemes. Indonesia's retirement list names a home-country policy as acceptable, in writing.
If you already hold international cover that meets the three-part shape, that is a genuinely different starting position from arriving in Madrid with the same policy.
60-second check
Not sure the policy you have meets your destination's written rule? Run it through the policy check now, before you build the rest of the file around it.
Check my policyThe public scheme is not the safety net
Retirees sometimes assume residence brings them into the national health scheme. Presidential Regulation 82 of 2018 defines participants to include foreigners who have worked in Indonesia for at least six months. A retiree has not.
That is not exclusion so much as description — the regulation is talking about somebody else. But the practical effect is the same: private cover carries the load.

What retiring in Bali specifically adds
Bali is not Jakarta, and the difference matters more with age. The island has good private clinics and international-standard hospital capacity — fine for the ordinary, and cheap by Western standards.
Where it thins is exactly where an older resident is more likely to need it: complex cardiac work, neurosurgery, specialist oncology, major trauma. Those cases are referred off the island, and the destination is Singapore.
The UK Foreign Office puts the cost of that plainly: medical evacuation can cost tens of thousands of pounds. For a retiree, evacuation cover is not an optional extra on the quote — it is the main thing you are buying.

What to check before you commit
- Does the policy cover all three — health, death and third-party liability — or only health? The route names three.
- Is it residence cover rather than travel cover? Travel policies are written for trips you come home from.
- Is evacuation arranged or reimbursed? An assistance line that organises a Singapore transfer beats a higher reimbursement ceiling.
- Age limits. Ours are Health 70, Essential 80, Life 65 — worth checking against your own timeline early rather than at renewal.
We are an insurance introducer, not an insurer. Pre-existing conditions are excluded and cover is governed by the Regency Assurance policy wording.
