Indonesia's retirement KITAS (E33F), at 55 and over

By Covered Abroad Research Desk · Last verified 1 November 2026

The retirement visa, code E33F, gives people aged 55 or over a one-year stay through a sponsor. Its rule asks for a passport, the sponsor's guarantee, proof of living costs, a photo and income or pension of US$3,000 a month. Fees total Rp7,000,000. The published list has no insurance line. For optional cover, our health plans accept new applicants up to age 70, and Essential up to 80.

The rule in writing

“The retirement visa (E33F, one year, with a sponsor) lists no insurance document. The governing rule, Permenkumham 22/2023 Article 61 as amended by Permenkumham 11/2024, asks for a passport valid at least six months, the sponsor’s guarantee, proof of living costs, a recent photograph and proof of income or pension of US$3,000 a month; the Directorate General’s E33F page and the eVisa portal publish the same list with no insurance line. The national list is introduced as “antara lain” (among others), so the accurate statement is that the published list does not ask for insurance, not that none can ever be requested. An older regional office list (Yogyakarta) still names health, death and third-party liability cover, but its other conditions (a travel-bureau sponsor, US$1,500 a month, hiring two Indonesians) are not in the current article.”

The rule in writing

“Indonesia’s national health scheme (JKN/BPJS Kesehatan) defines participants as every person INCLUDING foreigners who have worked in Indonesia for at least 6 months (Perpres 82/2018 Art. 1(2)). The statutory obligation attaches to working foreigners; a retiree or a remote worker paid by a foreign employer is not the case that article describes, and private cover is what serves the years the scheme does not.”

Who E33F is for

E33F is the one-year retirement visa. The Directorate General of Immigration lists it as Visa Rumah Kedua Lansia Untuk 1 Tahun, the elderly second-home visa for one year, and the eVisa portal files it as “E33F - Retirement Visa”.

The age floor is 55. Permenkumham 22/2023 first set it at 60; the 2024 amendment rewrote article 61 to “55 (lima puluh lima) tahun atau lebih”, and the eVisa entry describes “A person aged 55 years or above who wish to retire in Indonesia”. Two places still print 60: the stay-length clause of the same regulation and one field of the eVisa entry. Article 61 is the clause that sets who may apply, and it says 55.

The stay is one year, and the permit can be extended online through evisa.imigrasi.go.id and converted to another stay permit later. Unlike the five-year E33E, this route needs a sponsor (penjamin). The national page has the sponsor file the application from their own eVisa account; the regulation allows the application to come from the applicant or the sponsor.

What the list asks for

Article 61, as rewritten in 2024, lists five things: a passport valid for at least six months, the sponsor's guarantee, proof that you can cover your living costs, a recent colour photograph, and a document on the purpose of the stay, which the article defines as proof of income or allowance of US$3,000 a month.

The national E33F page turns that into a working checklist:

  • a letter of guarantee from the sponsor
  • a passport valid at least six months
  • a bank statement for the last three months showing at least US$2,000 or the equivalent
  • a recent colour photograph
  • a CV and a travel itinerary
  • proof of income or pension of at least US$3,000 a month

One wording difference is worth settling before you file. The national page accepts the three-month statement “atas nama Orang Asing atau penjamin”, in your name or the sponsor's, while the eVisa entry asks for a “Personal bank statement”. A statement in your own name meets both.

The regulation lets the Director General set the living-costs amount and revise the US$3,000 figure, so read the eVisa entry again on the day you apply.

Fees and timing

The national page prices a one-year stay at Rp7,000,000, in four parts:

  • Rp500,000: limited stay visa
  • Rp2,000,000: visa verification
  • Rp3,000,000: limited stay permit, up to one year
  • Rp1,500,000: re-entry permit, up to one year

Processing takes five working days after the visa payment is received. The visa is then valid for 90 days from issue, so plan the flight inside that window. The stay permit and the re-entry permit are issued automatically when an officer admits you at the border.

All four lines are state fees. A sponsor's own charge, if there is one, is not on the list.

Insurance is not on the list

Neither the regulation nor the national lists ask for an insurance policy. Article 61 names five documents and none of them is a policy. The word asuransi does not appear in Permenkumham 22/2023, in its 2024 amendment, or in the 2025 regulation that revoked part of it. The E33F page and the eVisa entry, last updated on 31 October 2026, carry no insurance line either.

One scoping note keeps this accurate. The national page introduces its document list with “antara lain”, meaning “among others”. So the published list does not ask for insurance, which is not the same as saying an office can never ask.

You may still come across an older list. The Yogyakarta immigration office publishes a retired-visitor list that names “Asuransi kesehatan, kematian, dan tanggung jawab hukum kepada pihak ketiga”: health, death and third-party liability cover. That list belongs to the earlier route. Its other conditions are a travel-bureau sponsor, US$1,500 a month and a promise to employ two Indonesians, and none of them is in today's article 61. If someone sends you that list, compare it with the E33F page before you buy anything to match it.

Choosing cover between 55 and 80

With no policy on the checklist, the cover you hold is your own decision, and the useful facts are about age and scope.

Regency's International Health Insurance plans accept new applicants up to age 70. Essential Health Insurance accepts new applicants up to age 80, with a US$100,000 yearly limit, and reimburses state (government) hospital treatment after an unforeseen accident or emergency only. Essential is not full health cover: it pays at state hospitals, for accidents and emergencies. Pre-existing conditions are not covered. Treatment is covered in any country outside the United States of America. International evacuation and repatriation is an optional add-on, up to US$100,000 in total, for an additional premium.

What that costs on Regency's 2026 rate card, rest-of-world column (the one used for Indonesia), per person, billed annually, rate card dated 17 July 2026:

  • Essential at 55: US$926 a year
  • Essential at 60: US$1,303 a year
  • Essential at 65: US$1,731 a year
  • Essential at 70: US$2,191 a year
  • Essential at 75: US$3,528 a year
  • Essential at 80: US$5,681 a year
  • Comprehensive at 55: US$5,780 a year
  • Comprehensive at 60: US$7,027 a year
  • Comprehensive at 65: US$9,223 a year
  • Comprehensive at 70: US$11,198 a year

The Health plans close to new applicants after 70, which is why the Comprehensive list stops there. Regency's policy terms take precedence over anything an introducer says, this page included. For your own age, plan and household, the calculator at /pricing/ shows the exact rate.

Common questions

Does the retirement KITAS require health insurance?

The published list does not. Article 61 of Permenkumham 22/2023, as amended in 2024, and the national E33F page carry no insurance document. An older Yogyakarta list for the earlier retired-visitor route names health, death and liability cover, but it is not the current rule.

How old do you have to be for the E33F visa?

55 or over, under article 61 as rewritten in 2024. The stay-length clause of the same regulation and one eVisa field still print 60, but article 61 is the clause that sets who may apply.

How much does the retirement KITAS cost?

Rp7,000,000 for a one-year stay: Rp500,000 for the visa, Rp2,000,000 for verification, Rp3,000,000 for the stay permit and Rp1,500,000 for the re-entry permit.

Do I need a sponsor?

Yes. The national E33F page says the visa needs a sponsor, who must hold an account at evisa.imigrasi.go.id. The five-year E33E route for over-55s works without one, against a commitment to hold at least US$50,000 in a state-owned bank.

What income do I need to show?

Proof of income or pension of at least US$3,000 a month, plus a bank statement for the last three months showing at least US$2,000 or the equivalent.

Can I get health cover if I am over 70?

Regency's International Health Insurance plans accept new applicants up to age 70. Essential Health Insurance accepts new applicants up to age 80 and reimburses state (government) hospital treatment after an unforeseen accident or emergency only. Pre-existing conditions are not covered.
