A residence permit application in Austria isn't satisfied by a standard travel insurance policy. The rule requires cover with benefits in Austria, covering all risks, with claims payable in Austria; a materially higher bar than a Schengen travel plan built for short stays.
Approval is assessed case by case, so the exact wording on your certificate matters more than any brochure claim.
