The rule in writing
“Indonesia’s national health scheme (JKN/BPJS Kesehatan) defines participants as every person INCLUDING foreigners who have worked in Indonesia for at least 6 months (Perpres 82/2018 Art. 1(2)). The statutory obligation attaches to working foreigners; a retiree or a remote worker paid by a foreign employer is not the case that article describes, and private cover is what serves the years the scheme does not.”

Pick the code before the paperwork
The immigration directorate's visa index lists education as its own family, and the level of study decides which code you apply under:
- E30A — Visa Pendidikan Dasar dan Menengah. Primary and secondary education. The route for a family relocating with school-age children.
- E30B — Visa Pendidikan Tinggi. Higher education, covering sarjana, postgraduate and doctoral study.
- E30F — Visa Pertukaran Pelajar. Student exchange.
Applying under the wrong one is not a formality. The codes carry different durations and different fee ladders, and the stay permit issued on arrival follows the code rather than the course.
E30B also permits more than study. The page states holders may bring family members to live in Indonesia under the immigration rules, may leave and re-enter while the re-entry permit is valid, and may undertake tourism and visits to friends and family.

What E30B costs, by length of stay
Fees scale with the permit, and the page itemises each tier rather than giving a single number.
One year — Rp6,000,000: Rp500,000 visa, Rp3,000,000 limited stay permit, Rp1,500,000 re-entry permit, Rp1,000,000 verification.
Two years — Rp8,500,000: Rp500,000 visa, Rp5,000,000 limited stay permit, Rp2,000,000 re-entry permit, Rp1,000,000 verification.
Four years — Rp12,000,000: Rp500,000 visa, Rp7,000,000 limited stay permit, with the re-entry permit and verification making up the balance.
The four-year tier is the one worth matching to an undergraduate degree at the outset. Applying annually costs more in total and puts the student in a renewal window three extra times — and a renewal window is an awkward place to be if someone is unwell.
Insurance is not on the list
The E30B page carries no health insurance requirement. The word asuransi does not appear on it.
This is where Indonesia and Malaysia diverge sharply for students, and it is worth knowing if you are choosing between them. Malaysia requires international students to hold cover and to pass a post-arrival medical screening as part of the Student Pass process. Indonesia's published education visa list asks for neither.
As with every Indonesian route, state the absence precisely: the published list carries no insurance line, and those lists describe themselves as antara lain — among others. An individual university or immigration office can still ask. Many Indonesian universities set their own cover condition for international enrolment independently of immigration, so check the institution as well as the visa.
What a student is actually exposed to
Indonesia's national scheme, JKN/BPJS Kesehatan, defines participants to include foreigners who have worked in Indonesia for at least six months. A student is not that person. The scheme does not reach them at any point in a degree, however long it runs.
So a four-year E30B permit is four years entirely outside the statutory system, at an age when people take the most physical risks and have the least money to absorb a bill. The two exposures that matter most for students in Indonesia are the ordinary ones — road and scooter injuries, and acute infection — and both are acute events rather than pre-existing conditions, which is exactly the category cover is built for.
One caution specific to this group: student travel policies are generally written for a term abroad and often require enrolment to remain current. A permit granted for four years needs cover whose dates and conditions match the permit, not the semester.
If you are bringing children instead
For a family relocating with school-age children, E30A is the code, and it sits alongside the family visas rather than replacing them. A working parent applies on a work visa, a spouse on a family visa, and children in school on the education route — three codes, one household, each with its own fee and its own renewal date.
That is the practical argument for treating cover as a household arrangement rather than assembling it per person as each permit is issued. The permits expire on different dates; an illness does not care which of them is current.
It is also the point at which the statutory gap becomes visible. If one parent works, the six-month rule reaches that parent and nobody else in the house.
Honest limits: Cover is worldwide but excludes treatment in the United States. Pre-existing conditions are excluded, including conditions you did not know about.
